The Terrorism (Protection of Premises) Bill, informally known as Martyn’s Law, gained Royal Assent on 3rd April 2025, after more than five years of campaigning by Figen Murray OBE, the mother of Martyn Hett, one of 22 victims brutally murdered in the Manchester Arena terror attack, 22 May 2017. Martyns Law essentially mandates that public premises and events with a capacity greater than 200 are better prepared for terrorist attacks and ready to respond.
Premises with a reasonable expectation of having between 200 and 799 people present at the same time will be in a standard tier, whereas those with an expectation of 800 or more will fall into an enhanced tier.

The Home Office has produced additional material to support the continued focus on raising awareness about The Terrorism (Protection of Premises) Act 2025, more commonly known as ‘Martyn’s Law’. A One Page Leaflet explains the Act’s scope, requirements, the responsible person and regulator and a Myth buster which addresses misconceptions about the Act; discourages the use of third-party providers; and encourages organisations to put effective protective security in place. North Yorkshire Local Protect and Prepare Groups
Within North Yorkshire we have set up 3 local multiagency Protect and Prepare Groups covering the following areas:
West (Ripon, Richmond, Skipton, Northallerton and wider area)
Central (Harrogate, Selby, Knaresborough, Ainsty)
East (Scarborough, Whitby, Thirsk, Malton, Easingwold)
These groups work in partnership with businesses and communities to identify risk and vulnerability in relation to a potential terrorist attack in North Yorkshire and develop short-, medium- and long-term strategies and plans to mitigate that risk, such as
the delivery of support events, training, and exercises.

Action Counters Terrorism (ACT)- Awareness E-learning
ACT training can be completed online by selecting 'Start New Training Session'. You can also maintain an overview of people completing the training, on your organisations e-learning platform. Select 'I want to register my organisation', complete the request form and you will be sent the details.

Competent Persons Scheme (CPS)
The Competent Persons Scheme (CPS) aims to upskill and professionalise the Counter Terrorism Protective Security and Preparedness sphere.
The Department for Education have worked in collaboration with the National Counter Terrorism Security Office (NaCTSO) and sector partners to produce a range of free resources that can help all those working in education settings and relevant security leads to understand how to keep learners and staff safe from terrorism and other major incidents.
