The Terrorism (Protection of Premises) Bill, informally known as Martyn’s Law, gained Royal Assent on 3rd April 2025, after more than five years of campaigning by Figen Murray OBE, the mother of Martyn Hett, one of 22 victims brutally murdered in the Manchester Arena terror attack, 22 May 2017.  Martyns Law essentially mandates that public premises and events with a capacity greater than 200 are better prepared for terrorist attacks and ready to respond.

 

Premises with a reasonable expectation of having between 200 and 799 people present at the same time will be in a standard tier, whereas those with an expectation of 800 or more will fall into an enhanced tier.

Future Training Events

 

To help support local businesses with the implementation of Martyn Law, North Yorkshire Council’s Community Safety Team are offering following FREE See, Check and Notify (SCaN) Customer Facing sessions on the following dates:

 

  • Tuesday 26th August 2025 from 9:30 - 12:30 at Pickering Memorial Hall.
  • Monday 8th  September 2025 from 10:00 – 12:00 at Whitby Pavilion, West Cliff, Whitby, YO21 3EN

 

What is See, Check and Notify (SCaN) training? 

SCaN training aims to help businesses and organisations maximise safety and security using their existing resources. Your people are your biggest advantage in preventing and tackling a range of threats, including criminal activity, unlawful protest, and terrorism.

 

SCaN training empowers your staff to correctly identify suspicious activity and know what to do when they encounter it. The skills your staff learn will also help them to provide an enhanced customer experience.

Martyn’s Law Event on 26th September 2025 at Harrogate Convention Centre

North Yorkshire Council and Counter Terrorism Policing North East are proud to be hosting an engagement event for businesses sectors, community organisations, Parish/Town Councils and event organisers to help raise awareness of The Terrorism (Protection of Premises) Act 2025, also known as Martyn's Law, and assist those attending to understand the requirements set out in the legislation.

North Yorkshire Local Protect and Prepare Groups

Within North Yorkshire we have set up 3 local multiagency Protect and Prepare Groups covering the following areas:

  •  West (Ripon, Richmond, Skipton)

  • Central (Harrogate, Selby, Knaresborough, Ansty)

  • East (Scarborough, Whitby, Thirsk, Malton)

 

These groups work in partnership with businesses and communities to identify risk and vulnerability in relation to a potential terrorist attack in North Yorkshire and develop short-, medium- and long-term strategies and plans to mitigate that risk, such as

the delivery of support events, training, and exercises.

Training and exercising

 

Action Counters Terrorism (ACT)- Awareness E-learning

ACT training can be completed online by selecting 'Start New Training Session'. You can also maintain an overview of people completing the training, on your organisations e-learning platform. Select 'I want to register my organisation', complete the request form and you will be sent the details.

Competent Persons Scheme (CPS)

The Competent Persons Scheme (CPS) aims to upskill and professionalise the Counter Terrorism Protective Security and Preparedness sphere.

Terrorism: If you see anything within your communities which causes concern which you believe may indicate the planning or presence of terrorist activity, please report it.
