North Yorkshire police and crime panel

The Police Reform and Social Responsibility Act 2011 introduces significant changes in police governance and accountability; in particular replacing Police Authorities by directly elected Police and Crime Commissioners (PCCs) in November 2012.

The Police and Crime Commissioner sets the strategic objectives for policing their area, in consultation with the Chief Constable. The Commissioner is accountable to the electorate; the Chief Constable is accountable to the Commissioner. Julia Mulligan was elected as the Police and Crime Commissioner in November 2012 for a term of five years.

Every police force area also has a Police and Crime Panel to maintain a regular check and balance on the performance of the Commissioner. Each panel is a joint committee of the local authorities in the area. The North Yorkshire panel comprises ten Councillors (appointed by the local authorities) plus two co-opted independent members (appointed by the Panel following open advertisement).

The North Yorkshire Police and Crime Panel covers the area served by North Yorkshire Police (ie the area of Craven District Council, Hambleton District Council, Harrogate Borough Council, North Yorkshire County Council, Richmondshire District Council, Ryedale District Council, Scarborough Borough Council, Selby District Council and City of York Council).

North Yorkshire County Council is host local authority for the panel and provides administrative and other support to the panel and its members.

At confirmation hearings held on Thursday 25 April 2013, the Panel supported: the Commissioner's preferred candidate for the position of Chief Constable of North Yorkshire Police - Mr David Jones; and her appointment of Joanna Carter and Gary Macdonald as Chief Executive Officer and Chief Finance Officer, respectively.
